Strategic Approach for Implementation of Primary DeNOx Measures in Large EU Pulverized Coal and Lignite Fired Units

Background: The 2001-80 and 81 European Directives are coming into force necessitating decisions from a significant part of the existing enlarged European coal and lignite fired units within the next decade.

Taking into account NOx emission and more especially the calendar of NOx limit emission values in the period 2008-2015 and after 2015, there is a place for primary DeNOx measures or techniques implementation for existing PF units still in operation after 2015. For the fulfillment of the final NOx limit emission value after 2015 from existing units, secondary DeNOx techniques (e.g. SCR) most probably will be involved. On the contrary, the intermediate NOx limit value for the period 2008-2015 may be quite easily achieved by applying primary DeNOx measures or techniques, alone or in combined schemes. It has to be taken into account that primary DeNOx measures and techniques are cheaper than secondary DeNOx equipment and in some favorable cases, primary DeNOx measures may be applied without any investments and negative effects on operating costs.

The European R&D on-going effort is focusing on the investigation of new innovative techniques which may, in the near future, provide alternative solutions to those of the secondary techniques to be implemented for all the units to be still in operation with coal or lignite after 2015. Modeling the combustion and the NOx formation is a useful tool for the technology development and for anticipating the investment to be made, taking into account different fuels and operators’ fuel supply policies (local solid fossil fuels, coal and lignites, biomass, imported coals). Based on experiments carried out with the financial support of the European Commission, some lignites will be able to be fired in new units after 2015, without secondary DeNOx equipment, if NOx formation is considered at the start of the new boiler design.

The “Strategic Approach for Implementation of Primary DeNOx Measures in Large EU Pulverized Coal and Lignite Fired Units – 2008 – 2015 and after 2015” International Symposium is organized under the scope of the “Cost Abatement for Effective NOx Reduction in PF Coal-fired Power Plants” CAFENOx project (2001-830-NNE5), co-financed by the European Commission.
