  • On 20 October 2026, the Directorate-General for Climate-Action will host a hybrid stakeholder consultation event on the Investment Booster, the first stage of the Industrial Decarbonisation Bank (IDB). Announced in the Clean Industrial Deal and put forward by the European Commission under the recent ETS revision proposal, the IDB is intended to mobilise €100 billion from EU ETS resources for the decarbonisation of European industry.

The main objective of this consultation is to discuss the design and operation of the Investment Booster, which is expected to support eligible projects through a ‘First in, First-Served’ approach based on fixed carbon premia. Under the Investment Booster, priority will be given to mature projects ready for implementation.

Ahead of the event, the commission has published a discussion paper which presents the main aspects of the operationalisation of the Investment Booster. These include the key operating principles and eligible technologies and decarbonisation pathways, as well as descriptions of the fixed carbon premium and the application and evaluation procedures.
